Urban domestic sewage treatment rate to be increased to 70% and urban household waste detoxification rate 80%; per capita green land area of urban residents to reach 12 square meters; progress to be made in promotion of recycling economy, clean production and clean energy; energy use of per RMB10,000 yuan of GRP to be reduced by 13% than that in the “Tenth Five-Year Plan”.

Socialist market economy system to be further improved and an efficient, transparent, coordinated, regulated administrative management system to be established; the reform of separating the functions of government from those of enterprises, state assets management authorities and institutions to be basically completed; progress to be made in the reform of rural economic system, investment and financing system, public finance system, etc.
